The 2024-25 assessment results for the Waterloo Region District School Board (WRDSB) have recently been released by the Education Quality and Accountability Office (EQAO).
Results in the WRDSB
The 2024-2025 EQAO results showed that WRDSB students performed at or above our 2023-24 results. The progress in Grades 3, 6, 9 and 10 highlight the success of our enhanced instructional efforts guided by the Structured Literacy Multi-Year Plan and the Math Achievement Action Plan.
The results of the assessments provide us with a valuable data set and helps us determine areas of focus. We are informed by the multiple data sets we collect to determine how we can best support student learning.
Comparing Our Results to the Previous School Year
Since the 2023-24 EQAO results:
- WRDSB performance increased in:
- Grade 3 reading, writing and mathematics
- Grade 6 reading and writing
- Grade 9 mathematics
- WRDSB performance remained the same in:
- Grade 6 mathematics
- Grade 10 OSSLT for students writing the test for the first time and for students previously eligible to write the test

The tables below provide more detailed information about the percentage of WRDSB students that met or exceeded the provincial standard in 2024-2025. This means they achieved level 3 or 4 on the assessment. The tables below also offer a comparison to our results from 2023-2024.

Impact of Our Literacy and Numeracy Learning Plans
The efforts of staff, in collaboration with parents, families and caregivers, to implement two key strategies in support of reading, writing and mathematics learning mean that more students are experiencing success.
The Structured Literacy Multi-Year Plan (SLMYP)
The WRDSB is supporting students in developing the language and literacy skills they need to support their academic achievement and well-being. The SLMYP takes a comprehensive approach designed to support students from Kindergarten to Grade 12, allowing student learning to continue seamlessly, year to year. It offers a framework of resources and strategies that allow educators to support students in accessing the learning opportunities they need to grow their reading and writing skills.
The many individual student successes demonstrated by the most recent EQAO results represent work that began ahead of the Ontario Human Rights Commission’s Right to Read Report, but was bolstered by the understanding that literacy is a fundamental human right.

The Math Achievement Action Plan (MAAP)
We know that a strong foundational understanding of mathematics is an essential skill for all students. The latest EQAO results are just one measure that helps to illustrate the impact of our investments in professional development, key tools and enhanced resources as part of the MAAP.
The WRDSB MAAP offers an enhanced approach to supporting math learning, building upon Ministry of Education expectations by offering a strategy for all students, and all schools, while providing access to additional resources for those who need them. Math facilitators and intervention teachers are supporting students’ individual learning needs, in collaboration with classroom educators. Access to digital learning platforms for students has engaged them as they’ve acquired key new math knowledge, propelling them on their learning journeys.

Investing in Continued Student Success in the WRDSB
The outcomes reflected in the 2024-2025 EQAO results reinforce our commitment to the strategies that we have in place to continue to support students’ academic achievement. The WRDSB Strategic Spending Plan for 2025-26 and 2026-27 will allow additional investment in improved student outcomes in literacy and math, with a focus on further enhancing in-school supports who work directly with students and classroom educators. The additional staff positions include:
- Secondary Tiered Support Math Coaches
- Math Intervention Specialists
- Literacy Intervention Specialists
This strategic investment in 2025-2026 and 2026-2027 is possible as the result of the efforts of the WRDSB to balance the 2024-2025 Budget. Under the Education Act, this allows the Board to access a portion of the financial reserves.
