On Monday, December 8, 2025, at a Business Services Standing Committee of the Waterloo Region District School Board (WRDSB), the committee recommended approval of Scenario 2 as described in the Final Report. This decision was ratified at the Monday, December 15, 2025 Board Meeting.

Background

On Monday, September 29, 2025, at a Board Meeting of the Waterloo Region District School Board (WRDSB), Trustees voted to initiate a boundary review process involving: 

  • Chalmers Street Public School
  • Moffat Creek Public School

Review Purpose

The primary purpose of this boundary review is to establish an attendance area boundary for a new school currently under construction at 605 Wesley Boulevard in the City of Cambridge. The school is tentatively scheduled to open in September 2026.

There will be no changes before June 2026.

The Board of Trustees is the ultimate approval body for any formal boundary change. If the Board of Trustees approves a change, students who live within the new school boundary will receive a communication from the WRDSB with further information about next steps.

In the interest of transparency and family and caregiver engagement, the WRDSB will keep the public informed throughout this process. Parents, families and caregivers of WRDSB students will have opportunities to share their input through various community engagement opportunities, including:

  • Attending public meetings and engaging with the consultation process and data collection opportunities
  • Completing any surveys or forms distributed during the process
  • Registering as a delegate at Board Meetings when decisions are being made

Community Engagement Timeline and Activities

The WRDSB is committed to ensuring that school communities are meaningfully engaged throughout the boundary review process for the new Southeast Cambridge Elementary School. This process will be guided by principles of transparency, equity, accessibility, responsiveness, and clarity. The goal is to create multiple opportunities for families and community members to understand the boundary review process, share input, and see how their feedback shapes decisions.

Engagement Activities  – Completed

  • Phase 1 – Initial Information Sharing – September 2025
    • Purpose: Share Initial Report and Scenario 1; introduce process and context
  • Phase 2 – Community Feedback – October to November 2025
    • Purpose: Collect feedback through online form, virtual/in-person open houses, and school-based consultations
  • Phase 3 – Scenario Refinement – November 2025
    • Purpose: Review community input and consider revisions or new scenarios
  • Phase 4 – Draft Final Recommendation – Late November 2025 (tentative)
    • Purpose: Share the preferred boundary scenario and rationale
  • Phase 5 – Final Input Window – Minimum 21 days before December Business Services Standing Committee Meeting 
    • Purpose: Collect final comments on draft recommendation
  • Phase 6 – Final Report to Business Services Standing Committee/Board – December 8, 2025 (Approved in Principle)
    • Purpose: Present final recommendation, including summary of engagement and community input
    • Ratification: December 15, 2025
