Please be advised that on Monday, May 16, 2016, the Waterloo Region District School Board adopted a new Education Development Charges By-law, 2016.

Please note that there were changes to the recommendations as proposed in the report regarding the rates (please see new rate information below)
Effective Date:
- June 1, 2016
- The By-law is in effect for 5 years (expiring May 31, 2021); however it may be amended on an annual basis.
Rates:
- New Residential Rate: $1,948 per unit (2011 rate was $1,266/unit)
- New Non-Residential Rate: $1.41 per square foot or $15.18 per square metre on gross floor area (2011 rate was $0.92/sq ft)
The changes reflected in the 2016 By-law include:
- New rates
- updated definition of “dwelling unit”
- definition for “existing industrial building”
- enhanced legislative references
- clarification as to when/on which developments the charge applies
Please note that all building permits issued and paid for up to May 31, 2016 will be charged at the 2011 rates. All permits issued on or after June 1, 2016 will be subject to the 2016 rates – this includes all permits certified by the WRDSB that are not paid prior to May 31, 2016.
