Trustees carried a motion to approve the following recommendations at the Committee of the Whole Meeting on Monday January 14, 2013 regarding the Huron Village Boundary Study:

That the Waterloo Region District School Board approve the boundary for Jean Steckle Public School for Junior Kindergarten to Grade 8 students, as illustrated on Appendix B attached to this report, dated January 14, 2013, modifying the boundaries for Alpine Public School, Country Hills Public School and Laurentian Public School effective September 2013; and

That Grade 8 students in the 2013/14 school year in the affected area, as illustrated on Appendix B attached to this report, dated January 14, 2013, remain at Laurentian Public School during the 2013/14 school year; and

That transportation be extended to those Grade 8 students for the 2013/14 school year; and

That the Waterloo Region District School Board designate the areas as illustrated on Appendix B attached to this report, dated January 14, 2013, as “development areas,” allowing staff to assign each registered phase of development to a school that has space to accommodate the projected enrolment until a permanent solution can be established.

Full Report: Recommendations Resulting from the Huron Village Boundary Study

Final approval of these recommendations took place at the Board Meeting on January 28, 2013.

Background

On July 7, 2011, the Board received confirmation from the Ministry of Education that a capital request for $12 M in funding for a new elementary school in the Huron Road area had been approved. This capital request was to build a new JK-8 elementary facility of 650 pupil places. There would be approximately 500 pupil places for JK-6 (including Full-Day Kindergarten implementation) and 150 senior (7-8) pupil places. This new facility, now named Jean Steckle (pronounced Stek-lee) Public School (located at 130 Woodbine Avenue, Kitchener) has a targeted opening date of September 2013. To date, no boundary has been established for this new school.

At the Committee of the Whole meeting of the Waterloo Region District School Board on Monday May 14, 2012, Trustees voted in favour of the commencement of a boundary study of Alpine, Country Hills, Jean Steckle and Laurentian Public Schools to be called the Huron Village Boundary Study.

It is anticipated that this boundary study process can be completed prior to January 2013.

Initial Boundary Study Goals

A boundary study will address the long-term program and accommodation needs of the Huron Village community. The initial goals for the boundary study include:

  • Establishing a boundary for Jean Steckle P.S. that will consider:
    • Walking distances (0.8 km for JK/SK and 1.6 km for Gr. 1-8)
    • Efficiency of transportation
    • Capacity of the school (estimated capacity is 650 pupils)
    • Current and future population density and demographics
    • Impact on holding schools (Alpine, Country Hills and Laurentian Public Schools)
  • Establishing a transition plan for the opening of Jean Steckle P.S. that will minimize the impact on current students where changes are proposed
